ORCA-1059 Unable to access Orca Content #38

Version: Moodle Version: 3.9.16

Happened on Client: moodle-sandbox of RUB

Reproduction steps:

Login as user

Create Course

Enable editing

Add activity

Select ORCA LTI to open Plugin

Select ORCA Content

Actual result:

Expected result:

Course should open, but only if course was created in Provider in the first place, so that it can be consumed by client.
