PLUGIN1-MOODLE - Version number management

Describe the bug

When upgrading from main_311 to main_4 the version number decreases.

To Reproduce Steps to reproduce the behaviour:

1. Have a moodle 311 instance (with orca main_311 plugin which should be upgraded to moodle 4)
2. Get the moodle 4 update
3. Pull the main_4 branch
4. Start the update process
5. Error message: Can not downgrade plugin

Expected behaviour Plugin can be upgraded.

Possible solutions / proposals Make code compatible for multiple versions or always have a higher version for main_4 branch.

• LMS Type and Version (Moodle 4.1)
• PHP Version (all)
• URL of the LMS Client (example: https://sso.uni-muenster.de/LearnWeb/learnweb2/)
• Browser and version (all)
