https://github.com/orca-so/orca-sdks/pull/22 was reverted in v0.1.8 due to a bug in the commit.

This patch re-reverts https://github.com/orca-so/orca-sdks/pull/22 and adds the commitment fix.
Bump version to 0.1.9
