Experiment with new notification methods

We could brainstorm additional ideas ways to notify end-users and/or customize the notifications, but here are some ways to diversify beyond using SendGrid to send individual emails:

• [x] Improve existing email template for moderators (ask Scott, Dave, and Val for feedback)
  • [x] Change email subject to something like "Please validate new OrcaHello detection" so that the request for moderation is clear (This will also help differentiate moderation requests from subscriber notifications.)

• [ ] Devise a way to not "annoy" end-users with too many emails that the SRKWs have been detected. Maybe only send a new notification if 15 minutes has elapsed since the last send? See #26
• [ ] After confirming tests worked well via Try sending via SendGrid to the locate@orcasphere.net Mailman email listserv where ~150 researchers, managers, and stewards can manage their own subscription.

@rawlink, from discussion with @scottveirs, here are some desires for the email templates:

• The subject lines for the moderator and subscriber emails should be more differentiable
• Have the confidence percentage in the subject line as well
• Instead of linking to the portal in general, link specifically to the detection that needs to be reviewed
