Dashboard: Add "favorite" label #170

Add a “favorite” label with which moderators can select interesting recordings and add a list of these recordings in the dashboard. Categorize this list by confirmed / false positives and by tag

In the future, we could create playlists of different recordings (e.g., interesting recordings in the past month, examples to listen to if you are training to become a moderator, etc.)

@clgoetsc the "UX feature proposal notes" link no longer works for non-Microsoft folks. Can the content be copied to a non-internal location? E.g., a onedrive personal file or a google doc or similar?
