Add a staging server in Azure #33

Pushing to main should update the staging server Adding a release tag should result in updating the production server

[X] create a staging server in Azure
[x] create another publish workflow that is triggered with a release tag is done
[x] update the OrcanodeMonitorPublishProfile secret that is used by the existing publish.xml to use the staging server
