Updated everything to ubuntu:14.04 and postgres 9.3 #8

Upgraded the base images to be the new LTS image from ubuntu (14.04)
Upgraded PostgreSQL to 9.3 as it was the latest on 14.04
Updated the config files to match what is in the 9.3 default installs.
Updated the Docker file to chown the config files to the postgres user correctly.

If you don't want to support newer versions like this, I can just publish it to the docker registry and point back to yours for the existing version if you like.

I think we should support newer versions, but I'm concerned this will break existing installations. Perhaps we could tag a "9.1" release and make this "latest", so those who want to continue using 9.1 can.
