Medicare Claims PUFs

As a database generator I want to understand more about Medicare's synthetic pupblic use files (SynPUFs) to see if they are a valuable addition or even replacement for the Sythea generated databases.

Proposed Subtasks:

1. Learn about SynPUFs (https://www.cms.gov/data-research/statistics-trends-and-reports/medicare-claims-synthetic-public-use-files).
2. Determine if there is a way to use SynPUFs to augment or supercede the synthetic database files generated from Synthea.
3. If the answer for subtask 2 is yes, then create a plan to add SynPUFs to the Synthea databases.

Acceptance Criteria:

1. Go/No go decision on adding SynPUFs to database generation.
2. A brief scrum outline for the subtask of adding SynPUFs to the database generation program.
