_Synthea gives us some information for English or not English within the observations.csv, but it does not appear to generate for inpatient encounter types. We still implement it, but where the value is N/A for a given encounter we now chose from the weighted top 10 occurrences in California (reference: https://statisticalatlas.com/state/California/Languages)
