Make D161101 folio folder at docs/dev/D161101

Bring the project page over.

Determine how to handle the subfolders and dependencies so the version progression is preserved.

Create a patched VCbind release that is entirely about having the documentation and repository location be at nfoTools and no longer at nfoWare.

Indicate that the previous materials remain on nfoWare.com and are deprecated.

VCBind 0.1.0 release is now preserved at D161101c and there are more steps

confirm the SHA256 hashes and the PGP signatures.
start D161101d as the placeholder for the VCbind 0.1.1 release that is 0.1.0 with corrected texts, requiring new Zips, hashes, and signatures.
then branch the development of VCbind 0.2.0 with resolution of VS 2017, 2019, and 2022 arrangements for establishing the VC building command-line environment. This last will be a new issue.
