Confirm operation with code launched from Developer Command Prompt at the project folder

There seems to be some difficulty with recent versions of VS Code. I need to figure this out.

The use of a VS Code workspace does not matter. I should not use that term. It is a matter of opening code from within a Developer Command Prompt with the VCrayApp project as current directory. Then it all works.

For the description on D211101b, elaborate on the summary of .vscode.txt.
