Include additional data layers in 'snapping' function. #44

It would be highly beneficial for our users if the following data layers had the snapping function:

Oregon Marine Reserves and Marine Protected Areas
State Park Designations (OPRD 2018)
Statutory Vegetation Line, ORS390
-5m Depth Contour
Extreme High Water Line

We would prefer this over using them as guide layers, since not all proposers will find these layers relevant or useful.

Any of the vector data layers (that are visible) or sketches will be snapped-to if you hold the cmd-key while drawing, and I think those are all vector layers, so snapping should work...

@danyocum I tested them all yesterday and these ones did not seem to respond to that function, while others did. I thought maybe it was because they were not vector layers, but if they are, then I'm not sure what's going on. @tchaddad Can you confirm if these are indeed vector layers?

Well, on our side we are serving the cartography, and all our services are being served the same way.

I suspect maybe the problem is that we need to send the layers to Dan so that he has them for geo-processing to work.

If that is the case I can send them along...

Removing SeaSketch team from this issue as Moses clarified today that we can fix this issue by moving to the services on the new server.
