Separation of Layers #10

Erosion, flooding and areas surrounded by planning area could be separate layers - make them into separate layers that users can turn on or off as they want. Could make the pink area a layer that can be toggled on/off.

With the simplified 4-class cartography, I think we can close this issue for now.
