Terminology change for Areas Surrounded

Change the term for "area surrounded by SLR Planning Area". Instead, could be called isolated areas, islands, isolated high points, cutoff areas / locations. Let's think about terminology.

We've changed the cartography to striped, for these areas, and we are now using "surrounded by", so closing this issue
