feat(minor): Support swiftc option passthrough

Description

Fixes https://github.com/ordo-one/package-benchmark/issues/246

Usage:

swift package benchmark --Xswiftc lto=llvm-full --Xswiftc experimental-hermetic-seal-at-link

How Has This Been Tested?

Manual testing with debug output to verify that appropriate options are passed to swiftc.
