Webhook module #51

Webhook url structure should look like this

/wh/:authorName/:repoName

Webhook module should provide the following API

[x] POST to create a new webhook to recieve data from repo
[ ] ~DELETE to remove the webhook~

Postponed:

[ ] GET to get all the webhooks for the authorName
[ ] GET to get the list of all the webhooks
[ ] GET to get the info about the last webhook invocation along with recieved data
