Undo custom OreSat PDO COB-ID mods #88

Now that all of our DCFs are auto generated, we no longer rely on the node fw/sw to "fix" the COB-ID of PDOs from the EDS/DCF files. Use the COB-ID values for PDOs from OD as is.

Basically undo #58 .
