Allow the M4 to power cycle the L band radio. #37

... rebooting that radio makes sense now and then, without power cycling the whole C3 card.

This is on hold for right now; don't want to add extra complexity.

Implemented in v6; the Octavo can now turn off power to both the L band and UHF radio AX5043 and associated circuitry.
