Reboot log #19

It would be really good to know if/when the C3 resets. I'd love to have web access to a nonvolatile log that just lists when the thing booted up. There's an a battery backed up RTC, so I assume time stamps can be vaguely accurate?

Moving to oresat-olaf, add logging is a common olaf thing

Do we need this? Nonvolatile logs can be rather large.

For development and testing, just ssh onto it and use journalctl.

In fight, we can request a copy of journald logs that can be downloaded with an EDL file download.
