Stuck in CREATE_IN_PROGRESS #110

Hello - I'm using org-formation to set the Community::S3::PublicAccessBlock extension - its registered the extension ( i can view it under activated extensions ) but when the cloudformation stack is being created with the resource type Community::S3::PublicAccessBlock it never completes and is stuck on CREATE_IN_PROGRESS.

has anyone else seen this issue?
