Guidance from a NGO is that their registration number changes each year when they re-register. They have not been able to locate a stable identifier.
If this is registering the right of International NGOs to work in the country, rather than registering the legal entity, then could it be more appropriate to use the home-country registration of the NGO?
As with #207, it appears we have to use fallback lists in this instance.
