A short description of the list

The political-administrative organization of the public sector gives rise to several institutions or public entities with relative independence from each other, with precise functions granted by the Constitution of the Autonomous City and by its laws. The institutional classification orders public transactions in accordance with that organizational structure of the public sector and reflects the responsible institutions and areas, to which resources and budget credits are assigned because they are responsible for their execution. @yolile Thanks for the detailed request here.

I've started a branch at AR_B-CIP (Using abbreviation of Clasificación Institucional del Presupuesto and the ISO sub-national code pattern) with the information above.

Three issues I hit that I hope you might be able to help on:

@timgdavies In this link: https://data.buenosaires.gob.ar/api/datasets/BygC4A4i9/download you can download a zip file that contains all the budgets for the Buenos Aires City from 2005 until 2018. In the file presupuesto-sancionado-2018.csv, for example, the columns of interesnt are JUR and UE, that corresponds to the Jurisdiction and to the Execution Unit of the budget. For example the code for the Ministery of Health is 40 (that it is a jurisdiction) and one of its excecutor units is, for example, SUBSECRETARIA DE ATENCION HOSPITALARIA with the 4000 code.

The Jurisdictions are: public organizations without legal personality that represent each of the powers established by the Constitution of the Autonomous City of Buenos Aires. Article 6 of Law No. 70 establishes as Jurisdictions the following institutional units: Legislature, Justice, Government Headquarters and the Ministries of the Executive Power.

The executor units are: Administrative center responsible for the planning, programming, formal assignment and use of resources based on a production or provision of goods and   determined services.

I'm not sure if the list have to refer only to the executor units or if it have to include also the jurisdictions and the other parts of the "Clasificación Institucional" maybe we can just call the list "Unidades Ejecutoras del Presupuesto de la ciudad de Buenos Aires" and include only the executor units codes and names.

To clarify - did you create lista-codigos-presup.txt from this budget data? Or is someone else producing that file?

I'm hoping we can point people to some clear source where they would be able to easily look up these identifiers, as otherwise the description of how to create and interpret them is going to be quite complex.

Would it be fair for us to say that the first three parts of the identifiers in examples such as the below:

are not relevant for organisation identification, but the other components are, so that an identifier should consist of:

JUR.SUB_JUR.UE

E.g. 40.0.4000?

This information is possible to get from both the budget data, and then PDF given in the earlier post.

Just to check - should I be worried at all that some of the UE entries are four digits long, when the documentation on page 9 here describes 'last three digits'?

Is there anything special about a four-digit UE?

The lista-codigos-presup.txt file was created by the technical team in the Buenos Aires procurement agency for me.

Actually the last 3 digits are: The last three digits receive the coding assigned to each of the public entities, this is the Decentralized Organizations or Entities Autarkic, State Companies and Societies, Other Institutes of the Sector Non-Financial Public and Official Banks.

So, the last 3 digits are not the UE codes are the entities code. So for example in the presupuesto_sancionado_2018.csv file we have:

And in the PDF we have:

So, in the PDF (where the clasificador institucional is listed and described ) the UEs are not listed and are not been included (see the code 112). So, maybe we need to create two separate identifiers, one for the clasificador institucional (that includes the jurisdiction, sub jurisdictions, entities, etc) and another separate one for the UE.
