@mpostelnicu - Please note that we (Open Data Services Co-operative) are not currently adding new, unsolicited entries to org-id while we focus our efforts on improving the service. (Those improvements will take longer than initially planned because of the impact of the COVID-19 pandemic.)
(Some open data standards have made arrangements to add fully-researched org-id entries. Requests from those organisations will be dealt with under those arrangements.)

I'll be taking forward this request for the identifier list being added to the org-id register.
To progress this I need a little more information to ensure that the list meets the standards required. Do you know whether the list is a national list, where each county has its own number? For example I tried searching for an IFMIS list of counties and found the Wikipedia article, but nothing to suggest that 3800
was the code for County Government of Makueni.

We have aligned much of the metadata in the Open Contracting Portal we built for Makueni County to the data in the national IFMIS, for example the items that are purchased and the buyers, which I believe is the example @mpostelnicu gave "3800 - County Government of Makueni" is how it is recorded in the IFMIS. I don't think there is a separate list they are using beyond how they've structured the metadata in the IFMIS system, which is why we're hoping to have an ID created for the IFMIS, so we can reference in our OCDS output that we are using the same items and organizations as the IFMIS.

It sounds to me like the data in the national IFMIS might be a database identifier and not an official list that's managed in an official capacity. If this is the case then I think the best way forward is to press IFMIS to release the list of identifiers and signpost it on their website in order for it to be included by Org-id. This is similar to what has occured with GB-SRS.
To support you from an OCDS perspective, I will be replying to Taryn and yourself via the OCDS Helpdesk.
Just noting that this is on hold, my understanding is that the Taryn is working with Kenya Makueni to release the list formally. At this point it may be added to org-id :-)
