I took a guess and translated "Value Added Tax" into Lithuanian and it came back as "Pridėtinės Vertės Mokestis". So, I think the Register of Legal Entities has two entries because it openly publishes company identifiers (the LT-RC list) and also discloses VAT/PVM numbers to accounts that it has a service provision agreement with (the LT-PVM list).
There is some tidying up to do - as I don't think the LT-PVM entry is correct, or clear. At the very least the description needs improving and the listType should be changed to 'secondary'.
There is an assumption built into the above, which is that you do get access to the PVM if you have a service provision agreement with the register.
Yup - it looks like LT-PVM needs some work, as you say. Having a look around, PVM numbers look to be searchable here at the State Tax Inspectorate: https://www.vmi.lt/cms/en/informacija-apie-mokesciu-moketojus (Under the company search tab).
This could be a better place to link to for the PVM.
I've raised PR #433 as a response to this issue and asked @kd-ods to review it.
