Added draft of GB-COE #565

Addresses #564.

Something to inspect is whether we agree that the list covers "charities and trusts", which is what I've initially said due to the fact that the Charity Commission does regulate these bodies even without a Charity Number, and that they're explicitly excluded from the UK Trusts Register (implying to me that they would otherwise qualift as Trusts)

The CoE own guidance states they are not trusts but a special type of constitution, governed by Measures

This random PCC (and a couple other I checked) that is registered with the CHC has this stated in its governance section
