I am more curious why commit is not allowed to complete the submission, because I think it is also very important to keep the translator's commit record.

@biodranik Please provide all other components (news, app strings,...) on weblate. It's easier for all and we can increase the quality. You can automagically merge the translations and the translators have an easier way to translate.

We need to merge it to publish the English translation ASAP. Weblate would be a better option, but it requires some work to support news translations properly. You of course can create a separate pull request if it's important to you!
