OSRM cheats by using the main road graphhopper does best

this way has no bicycle tagging, preventing routing on the right: https://www.openstreetmap.org/way/1217925295#map=19/37.51126/127.10180&layers=B

maybe if a footway between two bicycle ways isn't explicitly tagged with bicycle=no, it should be included in the bike graph?
