Better transliteration algorithm for Arabic

Description Some Arabic labels have incorrect transliterations.

Steps to reproduce

1. Go to https://osm.org/node/4862022723
2. Find mall "السفير مول"

Expected behaviour Transliterated label should be "Al Safeer Mall"

Вот, например. На английском это пишется Al Safeer Mall. Но вторая "a" там короткая, по-этому не пишется (это как в русском точки над ё, только ещё веселее...), А буква و обычно обозначает гласный звук У или О, но в некоторых случаях, бывает согласной В (что тоже на письме отдельно не помечается ;)).

The more time-consuming but better solution would be to add an English/Russian name to these POIs, wouldn't it?

Arabic is especially difficult to automatically Romanize as it is usually written without vowels.
