Scenario; User selects items to move then taps for the arrows.
Dragging down from the downward arrow would move the selected item down, either at the same rate or at a faster rate than the movement of the finger, and then dragging up again it would make it go up.
Dragging down from the upward arrow would do the reverse of the above, as in scrolling a webpage on a PC vs scrolling on a phone.
