[Webgen] Headers navigation #120

Since there's a lot of headers maybe make a syntax for headers to place them in a group? And if a header specifies no group put it in a misc. group.

Current headers could be grouped smth. like Hints Zone Hints Teleporter Zone Hints Key Hints

Quality of Life Progress Helper Black Market Skippable Cutscenes Spawn Tuley No Branch Autoplants

Bingo 3-Line Bingo utilities Launch from Bingo

Item Pool Teleporters Bonus Items Opher Upgrades Util Twillen No Launch Launch Fragments
