Ruins Escape bingo card #38

Add a bingo card for both completing the Ruins Escape and for collecting Seir. Seir uberstate 10289|22102=true / Escape uberstate 14019|35399=3

They were in the game but got commented out. Waiting to put this back in once you can disable goals when generating a board. (Many players don't like these goals)
