This is most likely correlated to the weight based on how many items a progression unlocks in combination with redundancy filtering which might eliminate skill combinations that would lead to higher-weighted progressions because the added amount of items would outweigh the cost of additional skills
The bias of chosen teleporters for progression seems too strong currently.
