Currently for each forced progression it is random which world receives progression.
Randomness often creates great imbalance however, leading to some worlds being stuck for a very long time. It might be desirable to encourage seedgen to rotate through the worlds so everyone gets progression somewhat frequently, maybe by using the unreached location count as a weight.
