Fix tilt issues (the ones I created) #75

69 had a few issues which broke the test deployment. I wanted to go ahead and fix those since I created them :x

Changelog:

fixed nginxinc k8s_yaml directives so they point to the correct directory
Fixed config issue in metallb.yaml
Added metallb Helm values file for later use
Set the release name in nginxinc ingress.yaml
Fixed configuration issue in test/ingress.yaml by rendering the latest ingress-nginx Helm chart.

thanks @Kaezon , I've already fixed some of these issues in #74. moving to helm should make it easier going forward. Can you check it to see that I've got the nginxinc's part right?
