Configurable broadcast options #1

As of version 0.1.0, broadcast registration messages are sent on connection to a server. This may work on some servers, but will be less than ideal or entirely break on others. There need to be config options available to change how the broadcast is done.

Acceptance criteria:

Config option to change when broadcast messages should be sent, out of the following: on connect, on own chat action, on any notable interaction (placing or breaking blocks, etc).

Random idea, could have a button in the pause screen that lets you manually send the broadcast message, as a one-time use thing per connection to a server.
