What steps will reproduce the problem?
1. Go to Market
2. Find App
3. Attempt install

What is the expected output? What do you see instead?
App fails to install. Error message: Package file was not signed properly

What version of the product are you using? On what operating system?
1.9.1
Kernel version 2.6.32.9 on Samsung Galaxy Tab

Please provide any additional information below.

This is still an issue.  The error message is misleading: "Package file was not 
signed properly".  It should say that the app is already installed.
