Buffer tool for Draw

Describe the solution you'd like I would like to add a buffer tool for Draw to make it possible to buffer selected draw-geometry. Will it be ok to use Turf.js for the tool in the kernel or do you have to create a plugin framework for the tool?

Previously the turf.js has been judged to large to be in the core, so plugin would be preferred.

Closing as author has decided to not follow this up for now. Author has decided to implement the desired functionality as a private plugin that exploits implementation specific details to communicate with the draw functionality instead of writing a tool plugin framework or adding dependencies.
