Modify .htaccess cache rules #29

Add .hataccess rules for caching css, js etc > 1month. Now there is a cache busting option so it seems to be possible

htaccess modified here https://github.com/orlovmax/front-end-scaffold/commit/1e8dda7f093cfd60b108c3b067c3de4fd3b2907d But a lot of shared hostings use nginx, so it's kind of useless feature
