Just generated a set of shapefiles that contain a unique OpenRoads ID for every admin area. We decided to go with a custom ID, since the WB doesn't have shapefiles with PSGC.

Still to do:

[x] csv file with codes
[ ] generate geojson for each area

To indicate the type, I'm using 1,2,3,4 instead of region, province, municipality and barangay. On the second and third admin level, there are a couple of areas that are not called province or municipality.

@olafveerman A note about generating the geojson: when I did this on Friday using ogr2ogr, I had some encoding issues. ogr2ogr outputted the geojson in ISO-8859-1 (extended ascii) rather than UTF-8, and that didn't play well with the node script I wrote to batch upload to the db. Not a big deal, as it's easy enough to change the text encoding, but just wanted to leave a note.
