deployment: extend the shutdownDeployment to also check for a shutdownDeployment program #14

This PR revives the RTT v1 functionality to allow to run a script during shutdown. You'll need an Application peer that has a shutdownDeployment program loaded. If the Application peer also has a shutdownDeployment operation the later will take precedence, which is the current behavior.
