Fill empty license tag in package.xml template #94

This is necessary because an empty license tag is not valid. When trying to build a package that's using this template unmodified, catkin aborts with an error message saying that a license tag cannot be empty or contain only whitespace. This breaks the compilation of the ROS-Rock-bridge at the moment.

orogen's license is LGPLv2+, could you update this please ?

Sure, I'll update it tomorrow when I'm back at my PC. I wasn't sure if this was an actual package.xml or some sort of template, since the other values are also boilerplate.
