Currently, we only have a view for creating, editing, and submitting an ObservingProposal, the use case for investigators. We also require an area for Proposal Management i.e., reviewing, grading, and allocating (or not) proposals that have been submitted, the use case for the TAC (committee members / reviewers).
It has been suggested this is best implemented as two separate tab "views" e.g., 'Proposal Editing' and 'Proposal Management' (or some such), where the "management" view has functionality that is restricted to those users assigned a time-allocation-committee member role or reviewer role.
