Fully implement "Observation Fields" #151

Currently the user can only add "TargetField" types to a Proposal. Other types exist in the data model such as "Polygon" and "Ellipse" that are more complex than the simple "TargetField", and it would be nice to have them available in the front-end.

There was some talk about being able to define these more complex types using a graphical interface, such as a Sky Atlas, on to which the user could "draw" the intended field.
