Review landing page to contain TAC info

In a similar fashion to the main landing page, we need to remove the image and put some summary infomation - given that this is supposed to the the first page that a TAC member sees I would suggest

• the list of tac members and roles
• the current cycle name and dates
• the number of submitted proposals
