Some host computer don't send unicast to the pi #17

Can't send a bleep to a Pi, even though we can see the pi. First thing to check is under what network interface context this happens - e.g., is there a wired and a wireless connection? Possibly the problem lives in LocalDeviceRepresentation. TBC.

@samgwise can you advise on whether this is resolved? I think we nailed this one ages ago. Are we all tested on Windows?
