Phasing out cargo and npm packages #3

All the micropackages will be removed since I have no time. They will be handled by cargo and npm themselves and treated like Haskell's cabal's sandbox.

I will be also removing jm-overlay from metadata/layout.conf to try to speed up portage.

-The node.js packages have been removed. -rust/cargo eclass has been removed. -Changes to ebuilds that depend on rust/cargo eclass have been made. -jm-overlay has been removed from metadata/layout.conf.
