Currently, the time (utc) provided to create a new object is always the time at the observer. It would be useful if there was some flag to instead use the time at the target for some use cases.
[ ] Add flag to use time at target - this would need to then automatically use the light travel time to determine the time at the observer (i.e. for the various time attributes: utc, mjd, et).
[ ] Add additional time attributes giving the time at the target (e.g. utc_target) - these just need to be equivalents of the pre-existing attributes, but shifted by the light travel time.
[ ] Improve documentation of what the different times correspond to.
