Single feed causes parsing error #208

What steps will reproduce the problem?
1. ~cif/.cif: feeds = infrastructure (single feed entry)

What is the expected output? What do you see instead?

Apache server error 500
[Wed Jul 03 13:51:27 2013] [error] [client 127.0.0.1] Can't use string 
("infrastructure") as an ARRAY ref while "strict refs" in use at 
/opt/cif/bin/../lib/CIF/Router.pm line 123.\n

What version of the product are you using? On what operating system?

Please provide any additional information below.
Workaround was to add ,domain to the feed so that there would be multiple 
entries to read in as an array.
