Budget for the European Union for the year 2014 is available in XML (and simplified CSV) at http://open-data.europa.eu/data/dataset/budget-of-the-european-union-2014. The dataset contains a metadata.xml file with MFF/CATPOL code list that could be ETL'd separately.

Dataset structure should be similar to #16.
