On our site, having a place where people could make "posts" of their projects, and either 1) ask for contributions, 2) ask for fellow co-owners/maintainers, 3) ask someone to take over the entire project
For example, I made this repo a very long time ago. I havent touched it in 3 years. But, I bet someone who wants to work with messenger bots does, So I'd make a post like:

I'm saying "for sale" but nothing is actually being sold, no money involved. Maybe we shouldnt say "for sale", or maybe we should use a better name than "marketplace"
We can reach out to seemingly-dead open source projects re UCSD stuff and ask then owners to make a post to our "marketplace"
